Chief Financial Ombudsman Yury Voronin and High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova have signed a cooperation agreement.
The signing ceremony was held on 23 March 2022.
The agreement provides for the parties to take part in developing and implementing joint solutions aimed at observing and restoring the violated rights of consumers of financial services. The main direction of interaction will be legal education of citizens in the field of financial services, raising their awareness. The parties also agreed to exchange reference, information and analytical materials.
One of the effective mechanisms of the agreement should be the work on the expert platforms of the two institutions. «The High Commissioner’s Office has an Expert Council and the Financial Ombudsman Service (FOS) has a similar body. The agreement will make it possible to use these resources to consider issues related to the protection of the rights of consumers of financial services. The joint work of experienced experts will make it possible to improve the work of identifying legal approaches to the settlement of disputes,» Yury Voronin said.
The parties will also be able to carry out joint activities to promote cooperation in the protection of consumers of financial services. The document provides for joint analysis of information on violations of rights and freedoms of citizens in the financial services sector.
One of the key areas of interaction will also be joint work on preparation of proposals for improvement of Russian legislation and law enforcement practice in the field of financial consumer protection, improvement of protection mechanisms for financial services consumers, counteraction to unfair practices and illegal activities at financial market.
«Both human rights institutions that have powerful organisational, informational, legal and scientific resources have united their efforts by signing a landmark document. I am confident that it is through joint cooperation that we will be able to cover far more consumers of financial services with our protection, far more Russian citizens will be able to receive highly qualified legal assistance and restore their rights,» Yury Voronin pointed out.
