Chief Financial Ombudsman Yury Voronin receives Russian state award – the Order of Honour

Chief Financial Ombudsman Yury Voronin was awarded with the Order of Honour by the Russian Presidential Decree No. 212 dated 18.04.2022 “On conferring state awards of the Russian Federation”.

The ceremony of presenting state awards and decorations took place on July 13, 2022 in the Residence of the Russian President, in the Kremlin’s Catherine Hall. The award was presented by First Deputy Head of the Russian Presidential Administration Sergey Kiriyenko.

The Order of Honour has been conferred on Yury Voronin “For his labour achievements and many years of conscientious work”.

Yury Voronin is a recognised expert in the theory and practice of social and financial law, the organisation and enforcement of social security and pension insurance systems, and the protection of consumer rights in financial services. Honoured Lawyer of the Russian Federation, First Class Full State Adviser of the Russian Federation, PhD in Economics, Head of the Centre for Legal Support of Social and Economic Reforms at the Institute of Legislation and Comparative Law under the Government of Russia, member of the working group “Family Welfare and Social Policy” of the Expert Council of the Russian Government, Associate Professor of Labour Law and Social Security Law at the Moscow Kutafin Law School.

In 2001 he was awarded a medal of the Order “For Merit to the Fatherland”, 2nd Class.

From 2007 to 2012 he held the position of State Secretary – Deputy Minister of Health and Social Development of Russia.

From 2012 to 2013 he was Head of the Russian Presidential Department for Social and Economic Cooperation with the Commonwealth of Independent States Member States, the Republic of Abkhazia and the Republic of South Ossetia. From 2013 to 2018, Yury Voronin was Head of the Office of the Accounts Chamber of Russia. In 2018, as Advisor to the Chairman of the Bank of Russia, he was responsible for the development of the non-state pension provision and insurance market.

On 3 September 2018, Yury Voronin was appointed Chief Financial Ombudsman for Financial Services Consumers’ Rights based on a decision of the Bank of the Russia Board of Directors and in agreement with the President of Russia, a position he has been holding to date.

He is the author of a number of scholarly publications in the field of social security in Russia, including co-authoring of monographs “Pension Savings in Russia: Crisis of Expectations or New Opportunities” and “Social Security: Present and Future”.
