General conditions for using access to the website 

These Terms of Use determine the relationship between the Standalone Non-Profit Organization “The Ombudsman for Financial Services’ Consumers Support Service” (OFSC), which manages the site www.finombudsman.ru, and the User of the site www.finombudsman.ru (hereinafter referred to as “the Site”)

The Site is located in the worldwide computer network (Internet) and contains information, materials and data provided by the OFSC. 

The Site also enables users to submit appeals to the Financial Ombudsman Service of the Russian Federation in accordance with the requirements of Federal Law of June 4, 2018, No. 123-ФЗ “On the Ombudsman for the Rights of Consumers of Financial Services”.

The User is an individual or a legal entity registered on the website. The User's access to the website (i.e., the User's login and password to the authorization system of the Site and the User's authorized access to the Site) means that the User accepts and undertakes to comply with all of the following Terms of Use of the Site.

User Registration
Any individual who is an Internet user may register his/her User account free of charge.


A legal entity to which a financial services consumer's claim against a financial institution has been assigned, and which is an Internet user, may register its User account free of charge.
To register on the Site, the User should provide the following contact details:

•    For individuals: valid cell phone number, valid e-mail address, name and surname as in passport/ID;

•    For legal entities: valid phone number, valid e-mail address, company name and TIN according to the company's statutory documents.

Upon registration, the User must confirm that he has access to the specified cell phone number and/or e-mail address.


Terms of use of materials posted on the site

All information posted on the Site (including articles, texts, photographs, illustrations, website design) is an object of Intellectual Property and is protected in accordance with the legislation of the Russian Federation on the protection of intellectual property.

Quoting of text materials published on the Site is allowed subject to the following conditions:
•    the extent of quotation cannot exceed 10% of the text in total;
•    when quoting, a reference to the Site and the hyperlink www.finombudsman.ru must be used.

Individuals (legal entities) who wish to place a hyperlink to the OFSC’s site (or to its particular webpage) in order to use it as an element of information (content) in the structure of their Internet resource (for example, in a directory providing for text reconstruction, or in the form of an independent thematic section, etc.) should without fail inform the OFSC about it.

Rights and obligations of the Site User

The User may use his/her account for authorized access to the information contained on the website and to submit appeals to the Financial Ombudsman. 
The User has the right to delete his/her account upon written request to the OFSC. 
The User must  familiarize with the requirements for filing an appeal, specified in the Federal Law of June 4, 2018 № 123-ФЗ “On the Ombudsman for the Rights of Consumers of Financial Services”, as well as additional explanatory information on the Site.
The User agrees not to take actions aimed at disrupting the functioning of the Site.
The User agrees to provide correct and not misleading information when registering on the Site, sending messages via the Site, sending claims of financial services consumers about satisfaction of property claims against financial institutions that have provided financial services to them (hereinafter – the claims) to the OFSC.

Rights and obligations of the OFSC concerning the Site
The OFSC has the right to:
•    Require the User to confirm the data used when registering on the Site;
•    Monitor the User’s activities on the Site;
•    Restrict User’s access to the Site, including by blocking the User’s account if a security risk emerges or any doubts about the legality of using the User’s account;
•    Limit the available Site functionality for the period of maintenance work on the Site;
•    Change these Terms of Use of the Site without prior notice to the User;
•    Send information messages to the user.
The OFSC is obliged to:
•    Ensure the functioning of the Site including the operation of the Users’ authentication functions, as well as submitting appeals to the Ombudsman for Financial Services’ Consumers Support Service.
•    Guarantee the integrity and immutability of the Site Users’ data.
•    Keep records and statistics of the appeals from the Site Users.
•    Ensure protection of the User's personal data in accordance with the requirements of the legislation of the Russian Federation and the «Policy in the sphere of Personal Data Processing and Personal Information Confidentiality».
