Monday - Friday from 8:00 to 20:00 (Moscow time), except public holidays, free call from regions of RussiaElectric scooters have become very popular recently, and sometimes there are news reports about injuries sustained while driving. Therefore, when renting an electric scooter, it is not unreasonable to ask whether there is a possibility to get insurance coverage in case of an unpleasant situation, said Olga Kraynova, head of the Ombudsman for financial services consumers support Service (OFSC).
Companies renting electric scooters through a mobile app may offer their customers an additional service – concluding an insurance contract with the insurer for the time of driving the electric scooter as part of a registered journey.
Such an insurance contract is voluntary. It usually covers the risks of injury, disability and death as a result of an accident as well as damage to movable property such as mobile electronics. Beneficiaries of these risks are the user (tenant) of the electric scooter, said the head of the OFSC.
The civil liability of a user of an electric scooter to third parties is also often insured under such contract. “So if one causes damage to another person, the latter will be entitled to receive an insurance payout,” Olga Kraynova elucidated.
In their turn, companies providing electric scooter rental service through a mobile application may also conclude insurance contracts for events connected with the risk of occurrence of their liability for causing harm to life and health or property of electric scooter users (tenants). “An insured event under such insurance contract may be, for example, when a customer is injured or their property is damaged due to malfunction of the electric scooter,” the head of the OFSC added.
She also noted that such insurance contracts are voluntary, respectively, they have varied conditions, and the sum insured under these insurance contracts is also varied and depends on the terms of a particular contract.
Olga Kraynova added that appeals from consumers on these subjects are rare, there were only a few cases in 2022.
