Chief Financial Ombudsman

Bank of Russia Board of Directors appointed Yury Voronin as Chief Financial Ombudsman on September 3, 2018.

Chief Financial Ombudsman:
– exercises the powers of a financial ombudsman in all areas of financial services;
– coordinates the activities of financial ombudsmen who review complaints in certain areas of financial services;
– oversees and monitors the activities of the Ombudsman for financial services consumers support Service (OFSC hereinafter);

Financial Ombudsmen in Financial Services Sectors carry out their activities in the manner prescribed by the Federal Law of June 4, 2018, No. 123-ФЗ “On the Ombudsman for the Rights of Consumers of Financial Services”.

Fields of financial services, for the review of complaints in which the posts of financial ombudsmen are established, are determined by the Bank of Russia Board of Directors. The Bank of Russia Board of Directors has the right to appoint several financial ombudsmen who review complaints in one field of financial services.

Viktor Klimov

Financial Ombudsman for the rights of consumers of financial services in the in the fields of insurance, credit cooperation, activities of credit organizations, pawnshops and non-governmental pension funds

Bank of Russia Board of Directors appointed Viktor Klimov as Financial Ombudsman for the rights of consumers of financial services in the insurance sector on January 9, 2019.

Starting from January 1, 2021, the Bank of Russia Board of Directors extended the functions of Financial Commissioner Viktor Klimov, he was appointed as Financial Ombudsman for the rights of consumers of financial services in the fields of insurance, credit cooperation, activities of credit organizations, pawnshops and non-governmental pension funds.

Bank of Russia Board of Directors appointed Svetlana Maximova (Nikitina) as Financial Ombudsman for the rights of consumers of financial services in the fields of insurance, microfinance, credit cooperation and the activities of credit organizations on August 19, 2019.

Bank of Russia Board of Directors appointed Tatyana Savitskaya as Financial Ombudsman for the rights of consumers of financial services in the fields of credit cooperation, activities of credit organizations, pawnshops and non-governmental pension funds on January 1, 2021.
